Wales Voted Labour, What Message was the suppose Tories get?

Wales voted Labour, what message was sent to David Cameron and the Tory government. As they haven't changed any policies yet. What's with Peter Hain giving up the shadow cabinet, seems to me Peter Hain only does thing to suit Peter Hain. So what's in it for him, chairman of the board, next First Minister?
